The Regional Assembly, or Regional Planning Body in each region in England, has to produce a Regional Transport Strategy as part of its Regional Spatial Strategy. The Regional Transport Strategy is shaped by the delivery programmes of the Highways Agency and Network Rail and influences Local Transport Plans. A Regional Transport Strategy is a statutory requirement of the planning system, as set out in the Planning and Compulsory Purchase Act of 2004.

The aim of the South East RTS is to achieve a transport system which reaches the standards of the best in North West Europe by:
- promoting good management and investment in the transport system
- offering value for money by fully utilising existing transport capacity
- improving the structure of the transport system in favour of more sustainable means of transport
- supporting the South East spatial strategy, particularly fostering links with other regions and supporting urban regeneration
