Background
In March 2006, the Government Office (GO) Review, commissioned by HM Treasury, was published. It sets out the vision for the GO Network and emphasises the need for the GOs to become:

more strategic

more influential
-
more evidence-based.
Delivery
To deliver the outcomes, the GOs will need to focus on:

transforming the way central Government relates to places, by working with local and regional partners to understand priorities and to stretch performance of key local and regional public services

using local knowledge to provide input, challenge and feedback to Departments when delivering policies
-
improving quality, consistency and alignment of regional strategies through effective support and challenge
The Government Office Strategic Priorities Framework
The Framework, agreed with our eleven sponsor departments, describes how Government Offices will fulfil their role in influencing policy making, using their expert knowledge of places to deliver better public services and aligning regional strategies.
The Framework provides greater clarity and accountability for GOs and departments and reflects the transformation the Network is undergoing to become more strategic, expert and evidence-based.

The Framework 2008-11, published 30 June 2008 supersedes the Tasking Framework.
The GO Offer
The GO Offer, 'The Government Office Network – in partnership with Whitehall', sets out the vision and ambition for the Network and will be used to brief Ministers about the contribution the GO Network. It highlights how the Government Offices will work with Whitehall to:

strengthen national policies

integrate regional strategies
-
drive local delivery of policies

As the Government Offices develop their strategic role some functions will cease or diminish. The delivery of some functions will also be modernised over a period of time. Three of the functions that are changing are outlined below where you can find more detailed information.
